Shorena Kakhidze graduated with honors from Ivane Javakhishvili Tbilisi State University, Faculty of Economics and Business. She obtained a Bachelor’s degree in Economics (Manager qualification), subsequently earned a Master’s degree in Economics, and later was awarded with PhD degree in Business Administration.
During her studies, as a young researcher, she was awarded a Presidential Scholarship, became an international scholarship holder of Mitsubishi Corporation, and was a multiple-time winner of student scientific conferences.
Shorena Kakhidze has been working in the field of public financial management since 2001. She has extensive professional experience in both the executive and legislative branches, including in managerial positions. In particular, she has worked in various budgetary institutions on issues related to public finances, public financial management, and budgeting.
Since 2007, she has been working at the Parliamentary Budget Office of Georgia. She served as the Head of the Parliamentary Budget Office during 2009–2014 and again in 2019–2022. In addition, during 2022–2023, she concurrently served as the local counterpart of the Resident Twinning Advisor under the EU Twinning Project “Strengthening Parliamentary Oversight of Public Finances.”
Shorena Kakhidze has been engaged in academic activities since 2001. She is a Full Professor and delivers lectures at various higher education institutions in the fields of public financial management, budgeting, and regulatory impact assessment. She is also a trainer for the apparatus of the Parliament of Georgia and the Academy of the Ministry of Finance of Georgia.
She has completed numerous training programs and professional courses in public financial management, budgeting, taxation policy, and evidence-based policymaking, both in Georgia and internationally, including at the U.S. Congress, the Parliament of the Netherlands, the Ministry of Finance of Poland, the German Academy of Public Financial Management, the Joint Vienna Institute, and the Center of Excellence in Finance (Slovenia).
Shorena Kakhidze is the author of supplementary handbooks and several scientific publications in the field of public financial management and budgeting and is a graduate of the NDI Future Women Leaders Program.
In addition to her native Georgian, she is fluent in English and Russian.
